With the new generation giving it bounce along with flail and tackle at (or near) level 100 with enough revives/max potions this should be doable.
‘Cept bounce is 4th gen and this is 3rd. Even at lv 100 this would be tough.
That’s why I said with the new gen. In Gen 3 it still has tackle and Flail.
So make a flail sweeper, i.e. give it a choice scarf get it to low health, then take it and use an extremely powerful flail to kill everything. Magikarp’s speed is actually decent (80) so this is possible.
The real problem is if there are any ghost pokemon that you have to fight because then you are screwed.
After the battle revive heal and ether for everyone needed.
Struggle can hit Ghost types.
Which, as this is 3rd gen, would be INSANE because the Second Elite Four, Phoebe, uses Ghost Types.

Just buy a ton of revives (i saved up for 3 stacks of 99) and spam em on your magikarps till they only know struggle. Before i even got to that point her pokemon were killing themselves on my endless supply of magikarps with struggle. She has a misdreavous with thunderbolt though, which is painful.
Struggle hits ghosts and you can always have one of the karps’ PP depleted before you fight the elite 4

Flail won’t hit Ghost types. Not possible without a hack.
You could struggle and revive your way through. It just wouldn’t be fun.
Struggle IS the only legal way in this gen.
4th Gen gives you Bounce.
5th Gen you could even tack on the Rugged Helmet.
But 3rd…
Struggle is also a normal type attack, it won’t affect ghosts. You will lose at the third member of the Elite 4, you can not win.
nvm just looked it up, struggle is the only Normal move capable of hitting a Ghost. Therefore, at leader 3, you would have to struggle to beat them.

but you could also keep full restoring your magikarp until the ghost pokemon knock themselves out with their own struggle

Pssshhh, I defeated the E4 with an Azurill, which did not even have Huge Power.
Easier than just using magikarp
Not really, Azurill is the second worst Pokemon overall, so it would be a bit hard, even if you gave it Surf, Blizzard and any other high power move it could learn.

This is hacked. That “congratulations” screen is the one you get after defeating the champion in Gen 3. In gen 3, Magikarp only got 3 moves: Flail, Tackle, and Splash. I would consider defeating the Elite Four with only Magikarps to be quite difficult, especially considering that the second of them, Phoebe, uses ghost types.
We all know this and have pointed out that the only way to be Phoebe is to either use Struggle or heal until she has to use struggle and kills herself. Technically doable but more than likely photoshopped.
here, take this complimentary facepalm for forgetting about struggle. beating the e4 with magikarps is completely possible.

Not shopped. Done it myself, with a single Magikarp (lv100 naturally) on Firered. Beat Mewtwo and the rematched E4 too. Still have the SAV file if anyone wants proof.
The real problem with Phoebe was actually a Thunderbolt on Gengar the second time around that could 1KO me – had to give it a Lax Incense [reduce enemy's accuracy] – battled her ten zillion times before I got lucky and it missed and I could take her out.
Flail+6x X Attack+lots of max potions/full restores. It can be done.
(inb4 you have no life – after so many playthroughs, you want a real challenge.)

The Magikarps were probably given TMs and raised to a ridiculously high level. Combined w/ Revives and the right potions, this is plausible.
Magikarp can’t learn TMs. It’s got struggle, tackle, and flail.

in gen two, i could pull this off with a single magikarp at lvl. 5. in less than 60 seconds (i’m an epic glitcher).

In every single gen of Pokemon, there’s at least 1 Ghost type Pokemon. Gen 2 and 4 has the fewest with 1 (Gengar in Gen 2, Spiritomb in Gen 4).
I’m quite sure that Gengar is gen 1
Gastly, Haunter and Gengar are all Gen. 1, Misdreavus is the only Ghost-type in Gen.2.
Gen. 4 has lots of Ghost-types: Drifloon, Drifblim, Dusknoir, Froslass, Mismagius, Spiritomb, Rotom (all), Giratina (both), and Arceus-Ghost.
